The Ship Canal Water Quality Project: CSO Tunnel Construction in Seattle, WA

Abstract:

The Ship Canal Water Quality Project (SCWQP) is a $710M program being undertaken by Seattle Public Utilities and King County to reduce the volume of combined sewer overflows (CSOs) entering the Lake Washington Ship Canal by over 75 million gallons per year. A major component of the program is the Storage Tunnel contract, which includes a 2.7-mile-long, 18.8-ft inside diameter wastewater storage tunnel that is designed to temporarily store flows from portions of the North Queen Anne, Wallingford, Fremont, and Ballard neighborhoods when flow in the combined sewer systems exceeds their capacity. The SCWQP is being constructed in four main construction contracts:  
Ballard Early Work (completed 2019),
Storage Tunnel (in construction),
Wallingford Conveyance (in construction), and
Tunnel Effluent Pump Station/Ballard Conveyance (will start construction Q4/2024).

This presentation will focus on the Storage Tunnel Contract, which includes the storage tunnel; five deep shafts constructed using slurry diaphragm wall, secant pile, and drilled shaft methodologies; a microtunnel beneath the Ship Canal; and numerous large, underground vaults for diverting flows and housing permanent operations facilities. Delve Underground is the Prime design consultant for SPU, including engineer of record for the Storage Tunnel Contract; and Lane Construction is the general contractor. Construction of the Storage Tunnel contract started in 2020 and will be completed by the end of 2024. The overall program is on track to be completed and operational by the end of 2027.
This presentation will highlight some of the interesting design features and provide details of some notable challenges navigated by the project team during construction, including several obstructions encountered by the tunnel boring machine during mining.


Biography:
Daniel Dreyfus is a Lead Associate with Delve Underground and the Design Manager for the SCWQP Storage Tunnel contract. He has over 17 years of experience in geotechnical engineering, with a focus on soft-ground tunnels and shafts, deep foundations, and retaining structures. Daniel received a B.S. in Civil Engineering from Northeastern University and a M.S. in Geotechnical Engineering from The University of Texas at Austin.

Alan Lord is a project manager for drainage and wastewater projects in the Seattle area with over 20 years of experience as an Owner and Consultant.  He is the program manager for the joint SPU-King County WTD Ship Canal Water Quality Project.
