2014 Guide to Accessibility for California Healthcare Facilities
This ADA seminar will cover detailed analysis of both 2010 ADA Standards and 2013 CBC requirements as they relate to Healthcare Facilities. Emphasis on Remodeling, Case Studies, Floor Plan Examples and OSHPD-Specific interpretations.
Learning Objectives:
1.Participants will learn the proper application of Accessibility requirements to remodel/alteration projects including a detailing understanding of Path-of-Travel obligations as they relate to hospitals.
2.Participants will learn the proper application of accessibility requirements to staff areas within healthcare facilities.
3.Participants will learn to differentiate between the code sections that apply to lavatories, sinks and hand washing fixtures.
4.Participants will review the new OSHPD requirements for healthcare facilities found in the 2013 CBC Section 11B-805, specifically relating to accessibility requirements for exam and treatment rooms, nurses stations and patient bedrooms.
5.Participants will explore the code text of 'Protruding Object' requirements and their typical application in healthcare facilities.

Bill Zellmer AIA, CASp
Bill Zellmer is a California licensed architect (1987) and Certified access Specialist (2010) formerly a plan reviewer at OSHPD, and currently working for Sutter Healthcare as their in-house accessibility expert.
Mr. Zellmer spent 13 years as a Senior Architect at OSHPD as a plan reviewer in which he reviewed thousands of hospital projects for code compliance, specifically including the accessibility compliance requirements of Chapter 11B of the CBC. During his tenure at OSHPD, Mr. Zellmer also worked in the 'Codes and Regulations Unit' where he helped draft OSHPD's official document on interpretation of Chapter 11B Accessibility, as it relates to hospitals, and served as OSHPD's representative to the California Building Standards Commission. Bill joined SKW architects in 2009 and managed a batch of 10 'Barrier Removal' projects as a result of an accessibility lawsuit; living life 'on the other side of the fence'.
In 2012 Bill joined Vanir Construction Management where he led a team of field inspectors in performing accessibility field surveys for the California State prison system as well as a variety of other clients, including Sutter Health, where he performed both 3rd Party Plan Review services and post-construction field surveys for accessibility compliance.
Mr. Zellmer joined Sutter Health in 2014 as their in-house accessibility expert to help manage their response to an accessibility lawsuit, which covers all of their public facilities including all 24 hospitals and affiliates and all of their clinics / medical office buildings throughout Northern California.
