Quantitative risk assessment (QRA) is a numerical method to analyze risks and uncertainties and measure confidence in completing any given project within its approved schedule and budget. Project risks are a critical input to this analysis in which their probability and impacts are discussed during the workshops and included in the risk models. Although independent, concurrent projects may introduce risks especially for owner organizations, such as Sound Transit, executing several mega-projects. Excluding these program risks could potentially result in an inaccurate project level risk profile. Examples of such risks include shortage of shared critical resources for testing/startup, supply chain issues, operations staff hiring rates, multiple complex rail activation activities and lack of contractor/subcontractor/consultant capacity.
This presentation provides an overview of a new programmatic quantitative risk assessment initiative developed and executed in Sound Transit. This new approach adds an analysis of program risks to quantify the cascading impacts of concurrent delivery of EastLink, Downtown Redmond Link, Lynnwood Link, and Federal Way Link Extension projects.
Speakers Bio: Kamran Hazini is the Deputy Director of Risk Engineering at Sound Transit. He is a project/program management expert with more than 24 years of experience in oil & gas, power, and infrastructure sectors in North America and Middle East. Kamran has a Bachelor of Science degree in Industrial Engineering with Masters and PhD in Civil Engineering. Kamran is an active member of AACE and the past president of AACE Seattle section. He presented at various events and conferences, published several journal/conference papers, and authored a book based on his patented research studies.
Craig DeLalla is the Director of Systems Engineering and Integration for Sound Transit, responsible for delivery of Sound Transits Link light Systems Design and Construction programs. Craig has over 27 years of experience in the public and private sector including over 10 years designing and building Submarines for the US Navy. Prior to joining Sound Transit, Craig was an Engineering Manager for the Electric Boat program responsible for deck-plate engineering for the SSGN Conversion program in Bremerton. Craig has a Master of Science degree in Mechanical Engineering from Northeastern University and a Bachelor of Science degree from New Jersey Institute of Technology.
