SPEAKER:

Sharon Cooney, Chief Executive Officer
San Diego Metropolitan Transit System (MTS)

Ms. Cooney will touch on topics such as:

-- Ridership Recovery Plans/UC San Diego Blue Line Trolley Extension Updates
-- Transit-Oriented Development Activity
-- Upcoming Capital Improvement Projects for MTS (Airport Trolley, Iris Rapid, Bus Division 6, Green Line IMT Double Tracking)

BIO:

Ms. Cooney has been a leader in public transportation for the past 16 years, serving MTS as the Director of Government Relations, Director of Planning, Chief of Staff and Deputy CEO, prior taking the helm as the top executive in 2020.

Under her leadership at MTS, the agency has become one of the best performing transit agencies in the country. MTS is nationally recognized for consistently performing better than its peer agencies around the nation in many efficiency categories such as farebox recovery, operational cost per revenue hour, passengers per revenue hour and subsidy per passenger.

In 2018, MTS scored perfect for the fourth consecutive time in the Federal Transit Administration triennial audit an unprecedented achievement for a transit agency.

In addition to managing a financially sound transit agency that supports 2,800 employees, 750 buses and 160 Trolleys, Ms. Cooney has also led the agency through some major initiatives including:

-- Successfully implementing two of San Diego's largest infrastructure projects ever accomplished, the Trolley Renewal Project ($660 million) and the Mid-Coast Trolley Extension Project ($2.1 billion)

-- Leading the agency's efforts to implement a new Fare Collection System that streamlines access and purchasing power for passengers through better technology  

-- Overhauled the agency's real estate policy in 2018 and secured Board approval for redevelopment projects at the Grantville Trolley Station and Palm Avenue Transit Center that will provide hundreds of units of affordable and student housing

-- Led the development of the Transit Optimization Plan, which created a network of services that attracted more riders to the system and reversed a several-year decline in ridership and fare revenue. MTS completed the plan changes in 2019, and experienced a 1.2 million passenger increase ridership over the first 7-month period of implementation

Ms. Cooney's management philosophy is grounded in a data-driven approach with sound policies to grow San Diego's transit system responsibly. She is dedicated to position MTS as the most cost-effective transit agency in the nation with market-driven services, and she takes the long view of the agency's state-of-good repair needs, with smart, multi-year capital plans.

Ms. Cooney is involved with many trade industry groups including the California Transit Association, American Public Transportation Association, the Women's Transportation Seminar, the San Diego County Taxpayers Association and more. Prior to MTS, Ms. Cooney worked at the County of San Diego's Office of Strategy and Intergovernmental Affairs, and as Legislative Director for San Diego County Supervisor Ron Roberts. She holds a bachelor's degree from Georgetown University and a master's degree from Villanova University.

Ms. Cooney grew up in Philadelphia and now lives with her husband and two children in San Diego's Mission Hills community.
