PROGRAM: "City of San Diego: Engineering & Capital Projects Update"

James Nagelvoort, PE, Director of Engineering & Capital Projects/City Engineer
Myrna Dayton, PE, QSD/QSP, Assistant Director of Engineering & Capital Projects/Assistant City Engineer
James Nagelvoort and Myrna Dayton will provide an update regarding the City's Engineering and Capital Projects Program.
Topics to be discussed may include: FY2022 City & CIP Budget, City Outlook, Department Changes, Contract Changes/Information, and Project Updates.
BIOS:
James Nagelvoort is the Director of the City of San Diego's Engineering and Capital Improvements Department (ECP). As Director of ECP, James leads over 800 employees in the delivery of the City's Capital Improvements Program. During his distinguished 29-year career, James has held many engineering positions including being the City Engineer for 9 years. He's earning a reputation for seeing the 'big picture' and 'go-to' person for challenging political projects and programs.
James earned a Bachelor of Science degree in Civil Engineering from San Diego State University and holds a Masters Degree in Business Administration from California State University, San Marcos. He is a California registered professional engineer (Civil).
Myrna Munoz Dayton has more than 30 years' experience in capital improvement programs. As the Assistant City Engineer and Engineering & Capital Projects (ECP) Assistant Director, Myrna reports to the City Engineer and ECP Director James Nagelvoort. She is responsible for the management of 6 divisions for a total of approximately 800 employees. The ECP Department has an annual operating budget of $123 million and over a billion dollars appropriated to the Capital Improvement Program in projects.
Myrna previously served as Deputy Director responsible for delivering the construction of CIP as well as operational functions: financial services, administrative support, Information Technology, maintenance, storm water compliance and others.
Myrna is a licensed Professional Civil Engineer. She is also registered as a QSP and QSD for the state of California. Myrna is an active member of American Public Works Association San Diego & Imperial County Chapter Board and Chair of the International Sub-committee for PWX 2023; the was the CMAA San Diego Chapter and Chair of Creating Opportunities for Diversity & Equality; and a member of ASCE.
Myrna obtained her Bachelors degree in Civil Engineering with a Minor of Business Administration from San Diego State University.
