PRESENTATION:

Speakers:  Stuart Albright, P.E. and Max Gummer, P.E.

ABSTRACT:

In response to a 2018 program review by the Federal Highway Administration (FHWA), the Oregon Department of Transportation (ODOT) has recently reorganized the practices of Geotechnical Engineering and Engineering Geology within the agency.  Mr. Albright will discuss some of the technical and project delivery context that led up to the review.  The presentation will include FHWAs six primary recommendations as well as ODOTs response and implementation, including how the new agency protocol will affect internal and external stakeholder business practice.  Mr. Albright will also discuss the impacts of HB2017 on the future of Engineering Geology and Geotechnical Engineering work conducted within and for the agency. Mr. Gummer will discuss aspects of current projects affected by the program change as well as current and future projects of note.

SPEAKER BIOS:

Stuart Albright, P.E. became the first State Geotechnical Engineer for the State of Oregon in October of 2019.  Prior to joining ODOT in 2017, Stuart practiced at a number of consulting firms in Portland for 32 years.  He is a past president of ACEC Oregon and OSBEELS.  He received his B.S. degree from Portland State and M.S. degree from Oregon State University.

Max Gummer, P.E. is a Geotechnical Engineer in ODOTs Region 1 with almost 10 years of experience in geotechnical and environmental investigation and design. Max has held various positions across public agencies as well as small and large scale consulting firms. He received his B.S. and M.S. degrees in Civil & Environmental Engineering from Portland State University.
