Mr. Barker will showcase the positive economic benefits in the UK of low carbon policies and action and engage in a discussion about related climate legislation (including the EU's Emissions Trading Scheme and cap and trade schemes).
The RT. Hon. Gregory Barker MP has been Minister of State for Energy & Climate Change since May 2010.
He has extensive experience on energy and climate issues. Before entering the British Government, he was Shadow Environment Minister from 2008-2010 and a member of the British House of Commons Environment Audit Select Committee from 2001-2006. He was a major contributor to David Cameron's green policies whilst in Opposition and in 2008 he played a key role on behalf of the Conservative Party in supporting the Climate Change Act.
Gregory Barker entered the British Parliament as the Conservative MP for Bexhill and Battle in 2001 and was an Opposition Whip from 2003-2005. Before his Parliamentary career, he spent 15 years in business and finance in London and Moscow. He graduated from the University of London in 1987 and completed a Corporate Finance Programme at London Business School in 1992.
During his time as Minister at the British Department for Energy and Climate Change (DECC), Mr. Barker has overseen the development and implementation of a number of Coalition Government policies to encourage jobs, growth, and innovation in the green economy and to protect vulnerable consumers. He has taken an active role in international climate negotiations since 2010 including:
--The launch of the ground-breaking Green Deal; --The creation of the world's first-ever Green Investment Bank; --The launch of a UK Energy Efficiency Mission; --Reforming the Feed-in Tariff system to make it more sustainable and affordable; --Scaling-up international public and private climate finance flows; --Supporting greater deployment of solar in the UK; --Innovating new approaches to tackle fuel poverty; and --Leading the Energy Act 2012 on behalf of the British Government, and playing a leading role in taking the Energy Bill through the House of Commons.
