Recognizing and Responding to Human Trafficking of Minors and Transitional Age Youth
This two-hour training will address:
Vulnerable populations
Coercion
Red flags
Victim-centered and trauma-informed care practices
Improving System Response to Survivors
Protocols and Processes in responding to human trafficking

Facilitated  by:

Dorthy Stucky Halley, LMSW, is the Director of the Victim Services Division of the Office of Attorney General, serving in this capacity since 2007. She has worked in the field of domestic violence since 1986. Her motive typology for those who batter has created a new understanding for advocates, law enforcement, prosecutors, judges, and others in the domestic violence field, resulting in national and international presentations. Her work in the human trafficking field led to the development of the Kansas Human Trafficking Advisory Board, or HTAB, in 2010. She currently serves as co-chair of HTAB, as well as chair of the HTAB Victim Services Committee. Halley has presented for the United Nations Commission for the Status of Women Conference multiple times. Her 2019 presentation was Improving Systems Response to Survivors of Human Trafficking.

Kent Bauman was in law enforcement for 34 years in Wichita, Kansas. He spent fifteen years investigating missing children and child sex trafficking investigations while assigned to the Wichita Police Departments Exploited and Missing Child Unit. He retired in August 2018 and went to work for the Kansas Department of Children and Families as the Anti-Human Trafficking Program Manager and Coordinator.  In that capacity he is responsible for leading the Departments initiative to develop and implement a comprehensive response for children in DCF custody who are victims or at risk of becoming victims of human trafficking. He is also responsible for collaboration with other state agencies in addressing this issue.
