It's 1974 and U.S. President Lyman (March) has signed an unprecedented nuclear disarmament treaty with the Russians. This enrages a patriotic General (Lancaster) who devises a plot to overthrow the President. His former aide (Douglas) learns of the cabal and tries to warn the president and disrupt the plot.
