Topic Description:
Join the City of Alameda and NCal PEMA members in a brief update on the development taking place at Alameda Point.  Development areas include Site A, West Midway neighborhood, Enterprise District, BEQ, adaptive reuse, seaplane lagoon ferry terminal, and others!  We will also learn about some of the challenges of redeveloping property that is an active remediation project including, land conveyances with environmental covenants, regulations for construction in active clean-up or on-going monitoring sites, emerging issues around indoor air and much more.  

Speaker Biography:
Debbie Potter, City of Alamedas Base Reuse & Community Development Director
and has been with the City for eighteen years.  She is responsible for all aspects of the Citys reuse and redevelopment of Alameda Point (the former Naval Air Station, Alameda) and citywide economic and community development initiatives.  Prior to serving as the Base Reuse and Community Development Director, she was the Community Development Director, overseeing Planning, Building and Economic Development for the City.  She has also worked as a Division Manager administering the Citys affordable housing and CDBG programs, and working on the redevelopment of the former Naval Air Station. Debbie has more than 30 years of experience in the fields of community development, economic development and affordable housing. Prior to coming to the City of Alameda, she was the Redevelopment Administrator in San Leandro and has worked in several southern California communities. She is a graduate of UC Irvine and holds a Masters Degree in Urban Planning from UCLA.

Andrew Romolo, P.G. Vice President, Principal Geologist is one of the founding partners of Terraphase Engineering Inc. and serves as Operations Director in the Oakland office. He has successfully performed in technical and strategic advisory capacities for several Base Realignment and Closure (BRAC) projects in the Bay Area, including Point Molate (Richmond), and Treasure Island (San Francisco). He currently serves as strategic advisor to the City of Alameda regarding base transfer activities at Alameda Point, once one of the largest and most complete naval air stations in the world. Andrews site-reuse experience, and expertise in the characterization and remediation of complex contaminants (i.e., chlorinated solvents, fuels, metals, and technologically enhanced naturally occurring radioactive materials), are critical to understanding liabilities and risk tolerances as they relate to the proposed end-use options for sites to be transferred. The Citys plans call for a new mixed-use and transit-oriented community on a portion of the 1,379 acres transferred to the City by the US Navy in June 2013. Andrew collaborates closely with the City, Navy, stakeholders, and regulatory agencies with regard to development alternatives, site management procedures, institutional controls and regulatory correspondence.
