At the 2012 London Olympics, Jamaica, per capita, was the most successful nation, winning a medal for every 250,000 Jamaicans.  At the same time, Jamaica spends far fewer resources on training its athletes than do other top-performing countries.  What's the key to Jamaica's  winning formula?
