September 2018 LAI Luncheon
Creating more housing and more affordable housing is a top priority for the state and all California cities struggling to manage population growth and provide decent workforce housing. Last year, the state took bold legislative steps to address the housing challenge. And the city of San Francisco jumped on implementation, adding to its robust housing strategies already in play. One year later, it seems clear that more must be done. Ben Metcalf, Director of the California Department of Housing and Community Development, and Kate Hartley, Director of the San Francisco Mayor's Office of Housing and Community Development, will talk about the impacts to the housing market of recent legislative and policy efforts and will offer their thoughts on what other actions the state and cities can take, both separately and in collaboration.

BIOGRAPHIES
BEN METCALF, California Department of Housing and Community Development (HCD)
Mr. Metcalf directs the department responsible for the states affordable housing loan and grant portfolio as well as for housing policy development and oversight at both the state and local level. Recent accomplishments include collaborating with the state legislature to secure passage of the landmark 2017 Legislative Housing Package for which HCD is now implementing key bills that: provide more than $250 million annually for affordable housing; greatly expand oversight of local zoning and permitting; and position HCD as a key technical resource for streamlining construction of new housing.
Prior to HCD, Mr. Metcalf worked at the U.S. Department of Housing and Urban Development as Deputy Assistant Secretary for Multifamily Housing Programs. He also previously developed affordable housing at BRIDGE Housing Corporation, a California-based nonprofit. He earned his BA from Amherst College and his Master in Public Policy and Urban Planning from the Harvard Kennedy School.
KATE HARTLEY, San Francisco Mayor's Office of Housing and Community Development (MOHCD)
Kate Hartley's 25 years of housing development work includes a wide range of experience. As an affordable housing developer, she built for-sale, rental, special needs, and senior homes. She spent four years as an affordable housing financial consultant, specializing in tax credit syndications, tax-exempt bond financings, and expiring federal mortgage recapitalizations. As a project manager with the San Francisco Redevelopment Agency, she closed multiple transactions involving layered and varied funding sources, while also supervising architectural design, community outreach, and interdepartmental project approvals. Ms. Hartley also worked for five years as a for-profit development project manager, overseeing warehouse conversions to residential use. As Director of MOHCD, she is responsible for a $220 million annual housing and community development budget, which serves low- and middle-income households, special needs populations, and diverse communities throughout the city. Ms. Hartley holds an M.A. degree from Berkeley Law in Jurisprudence and Social Policy, and a B.A. from the University of California, Santa Barbara.
