Topic Description:
The Mercury Cleaners operated as dry cleaning plant for 65 years in downtown Sacramento. It used both tetrachloroethylene and Stoddard Solvent as cleaning compounds and historically discharged wastes to the combined sewer system. Fugro conducted concurrent Site Characterization and Risk Management through administrative, engineering, and interim remediation, to bring our client into compliance with regulatory demands. This approach limited the clients liability exposure while full site characterization was being completed. Fugro defined the limits of groundwater contamination present in three water bearing zones, as well and soil vapor above contaminated groundwater and soil in the source area. By defining the highest risk to the Source Area, Fugro was able to focus aggressive remediation using Thermal Desorption on this area. Concurrently, the distal groundwater plumes were addressed by conducting a collaborative remedial action using enhanced reductive dechlorination. These combined actions have resulted in a 50% decrease in the size shallow groundwater plume. This presentation will discuss the parallel paths followed to comply with regulatory requirements, manage human health risk, client liabilities, and begin site cleanup.

Jim Helge is a Senior Environmental Scientist/Project Manager at Fugro Land USA, Inc. in Sacramento, CA. Mr. Helge has a BS in Environmental Management from Rutgers University in New Brunswick, NJ and over 24 years of experience conducting environmental assessment, risk management and site cleanup. He spent 5 years working directly for the largest insurer of environmental policies, defining risks and underwriting property and Guaranteed Fixed Price Cleanup insurance policies. His experience ranges from multiple concurrent petroleum remediation projects to Remedial Investigation/Feasibility Studies at former military bases.
