LEED FELLOW Education Series: Long Beach Courthouse Public-Private Partnership Case Study
The public-private partnership delivery model for social infrastructure is a growing market in the USA. This session is focused on how P3 projects achieve the highest levels of building performance while maintaining the quality of the asset over time. The P3 partnership consists of the developer, design-builder and facility manager working for the owner. Project contracts are generally 30-40 years in length and include extensive reporting requirements covering all aspects of operations.
Using one of the first P3 Social Infrastructure projects in the country, the session will illustrate how P3 creates and maintains high levels of performance in buildings which results in asset preservation. The Long Beach Courthouse is in its 5th year of operation and is the first P3 project to receive LEED Existing Building certification in the United States.
The key elements of P3 delivery which support sustainable high-performance buildings will be presented including:
Integrated design how the team functions from pursuit through the building lifecycle
Lifecycle costing and asset preservation how the lifecycle model is built for 40 years of operations
Continuous reporting on all operations functions - including payment penalties and the availability payment model
Energy management, M&V how the painshare/gainshare model works
Handback requirements what condition the building is in at the end of the contract
While energy is a critical reporting component of P3 projects the contracts include extensive requirements that encompass all aspects of operations from janitorial support, water management, procurement, and many elements as required by LEED. In the case of the Long Beach Courthouse the reporting requirements were used to demonstrate alternative compliance paths for LEED Existing Building certification.
About the Presenters:
Kimberly Hosken joined Johnson Controls, Inc. in February 2008 as a member of the Global Energy and Sustainability team. Prior to joining Johnson Controls Kim held the position of Director LEED, New Construction for the US Green Building Council in Washington DC. Kim became a LEED Fellow in 2012. As a LEED Fellow she provided training for both internal and external customers.
Kim rejoined Johnson Controls as part of the US P3 team on the UC MERCED 2020 project.n She has experience with all of the LEED rating systems and providing large scale benchmarking for portfolios of international companies. Kim has developed and delivered multiple LEED and Green Building training programs globally, over 3000 people have attended her workshops.
Kim has a MBA from Webster University, St. Louis and a B.S. in business from Sierra Nevada College, Lake Tahoe.
Claudio Andreetta is Director of Business Development for the dedicated Public Private Partnership (P3) team of Johnson Controls that serves the North American market. He has 25+ years of experience in the building efficiency business providing solutions to clients that reduce their energy, operations and lifecycle costs while creating a more sustainable workplace.
Greg Collins is a licensed mechanical engineer and high performance design specialist with ten years of experience driving buildings to perform at their highest levels. Gregs project roles have ranged from HVAC design engineer, energy modeler, LEED consultant, building automation system (BAS) technician, MEP design project manager, MEP/Cx construction coordinator and more. These experiences have developed the knowledge and skills necessary to provide services focused on high performing buildings.
