Topic: Ballard Locks: Keystone of Puget Sounds Maritime Economy
Description: The Ballard Locks are the only marine link between Seattles inland lakes, Lake Washington and Lake Union, and Puget Sound. In fact, the Locks serve more individual vessels than any other locks in the nation. Shortly after the 100th anniversary of the Locks opening day, there is growing concern about making the infrastructure upgrades needed for the Locks to continue operating reliably and safely. This presentation will describe the critical role the Locks play in Puget Sounds maritime economy, in addition to describing the potential losses in the event of a closure, the required upgrades to prevent a closure, and where we are in the process of obtaining federal funding.
Speakers: Heather Haugland (McDowell Group) & Ryan McFarland (Port of Seattle)
Heather is a Senior Project Manager for McDowell Group, a research and consulting firm with 45 years of experience in Alaska and the Pacific Northwest. Heather comes from several generations active in Puget Sounds maritime industry. In her 20 years with McDowell Group, Heather has studied a wide array of maritime issues, including dock feasibility, cruise industry impacts, port development, transportation studies, and demand assessments. Heather is a graduate of Harvard University and a current co-chair of the Seattle Chambers Alaska Business Forum.
Ryan manages federal government relations and policy issues for the Port of Seattle and The Northwest Seaport Alliance. He is a subject matter expert on federal transportation, maritime, and trade policy issues facing ports. He is Chair of the American Association of Port Authorities Harbors and Navigation Committee and Washington Vice President of the Pacific Northwest Waterways Association Executive Committee. Before joining the port in 2006, Ryan worked in the export promotion division of the Washington State Department of Commerce and was a project manager at The Eisenhower Institute in Washington DC.
