Two inexperienced police officers set up a covert sting operation in two adjoining rooms of an economy motel. With the assistance of the town's pretty accountant, they hope to entrap the town mayor in an embezzlement scheme. Their plan would go off without a hitch if only one of the officers and the accountant weren't having a secret affair; if only the mayor's wife didn't keep showing up at just the wrong time; if only the mayor weren't possibly innocent; if only the bumbling head of town security would stop interfering; if only surveillance equipment would work as it should; and if only Todd, "the Highland hit man" hadn't shown up with kilt and bagpipes in hand. Soon, the officers discover they've crossed paths with a local mafia known as the Scottish Clan, and all bets are off as they strive to solve their case before Todd has a chance to play his pipeswhich means someone is about to die. Fortunately, in this case, it will be the audiencedying of laughter!
