Billie and her parents have moved to an apartment house in a new town. Billies new home is populated by a group of most peculiar types, human, animal, and puppets: Pertchik, a puppet and building superintendent, Giovanni and Yardus, the hairdresser and his assistant, and Shlihta, the dog. Outside is a guava tree containing a treehouse and a hammock that the mayors assistant threatens to cut down. Billie is called to action and leads the social protest movement to save the tree.
