PRESENTATION: NUMERICAL BIAS OF CONSTRUCTABILITY/RISK TEAMS VS PROJECT ACTUAL BID RESULTS
Are risk analyst and constructability review teams perpetually pessimistic or does something happen between the time of the risk study and bid day? True, those of us involved with quantitative risk analysis have a critical perspective and survey our surroundings looking for the what ifs of this world to complicate our projects. Sometimes its a fact of remembering a project that went awry or a combination of facts that may lead to either cost or schedule complications. There is a subtle tension which sometimes arises between the risk team, designer and owner since risk projections can severely impact budgets, project goals and stakeholder expectations. The scope of this presentation explores the dynamics of risk identification, risk distribution types (Normal, BetaPert, etc.) and the resulting impact upon design teams, project budgets and owners. A case study of a water treatment plant project will highlight the risk bias and the intricate effects upon the design team and owner PM staff from final document preparation through bidding. The positive result in the industry is that more risks are being identified, addressed and mitigation measures initiated prior to bidding.
PRESENTER: David A. Hamilton, PE, CVS-Life, CCP, ENV-SP; Hamilton Risk+Value Consultants, LLC
Mr. Hamilton is a Registered Professional Civil Engineer, Certified Value Specialist (CVS-Life), Certified Cost Professional (CCP), LEED Accredited Professional and Envision Sustainability Professional (EN-SP) with more than 40 years of experience in project management, design, construction, risk analysis and value engineering (VE) of large complex civil and environmental engineering projects. Mr. Hamilton has conducted more than 700 constructability, risk and VE activities on projects ranging from $2 million to $5 billion in 47 States, most of the provinces in Canada and numerous locations overseas. He has structured multidisciplinary teams to study a variety of projects such as wastewater and water treatment, transit systems, tunnels, buildings, military facilities, airports, bridges, locks/dams and highways. Dave has his own consulting practice, Hamilton Risk+Value Consultants, LLC and is located in the greater Seattle area. His primary focus is conducting quantitative risk analysis, mitigation and project value optimization services to design teams and clients in the public sector.

COST: The member price for this event is $32.00 if you register before 12:00 Noon on the Monday immediately preceding the meeting; late registration is $37.00. Non-members price is $39.00 before 12:00 Noon on the Monday immediately preceding the meeting, and $45.00 thereafter.
