In March of 2005, the Governor's Advisory Group on Global Warming transmitted its final report to Governor Kulongoski. On page one of the Executive Summary we are told that global warming is not just another environmental issue, it is changing the world as we know it. The report goes on to lay out a strategy for reducing greenhouse emissions and advocates that there are economic opportunities in finding solutions to global warming.
Many have not read the report. It is long; it contains no silver bullets, no sexy solutions, no sound bites. Are the recommendations truly doable? If so, what can Oregonians do in order to transform the recommendations to actions? For example, the Task Force has recommended halting the growth of greenhouse gas emissions by 2010 and reducing emissions to 75% of 1990 emissions by 2050. What can Oregon Natural Step Network members, large and small, do to be part of this solution?
Gail Achterman, Director of OSU's Institute for Natural Resources served on the Governor's Task Force on Global Warming. She is a leading state and national natural resource and environmental expert with policy-making experience at the state, local and federal level. She also serves on the Oregon Transportation Commission and is a member of the boards of the Oregon Garden and Northwest Environment Watch. Before joining the Institute for Natural Resources, Gail served as Executive Director of the Deschutes Resources Conservancy, a non-profit organization dedicated to watershed restoration. She practiced law for 18 years with Stoel Rives LLP and served as Governor Neil Goldschmidt's Assistant for Natural Resources.
