Ken Berlin: Transitioning to a Clean Energy Economy

Kenneth Berlin is the General Counsel of the Coalition for Green Capital; he is also a Special Policy Advisor to Daniel Esty, Commissioner of the CT Dept of Energy & Environmental Protection. Ken is the former head of the Environmental and Climate Change Practices of Skadden, Arps, Slate, Meagher & Flom (1994-2010).
Mr. Berlin has been involved in a wide range of environmental and energy issues since 1979, when he was a Section Chief in the Environment and Natural Resources Division of the Department of Justice. He was Chairman of the Board of the Environmental Law Institute from 2003-2005 and is the current Chairman of the Board of the Center for International Environmental Law. While at Skadden, he was listed in the climate change sections of both Chambers Global and Chambers U.S. Skadden's Climate Change practice was chosen in a joint survey by Environmental Finance and Carbon Finance magazines as the top law firm in the US Mandatory Climate Markets and as the runner-up in the Voluntary Carbon Markets categories.
Berlin is a frequent speaker at conferences on climate change issues. His topics have included energy finance issues, carbon capture and sequestration issues, the business of climate change, energy security and climate change, and climate change legislation and litigation. The Coalition for Green Capital is the leading group trying to establish Investment Trusts to provide low cost financing for clean energy and energy efficiency projects on the state, national, and international levels. During the 2008 political campaign, Mr Berlin represented the Obama campaign as a surrogate speaker on climate change issues at 19 events, mostly debates with representatives of Senator McCain. Mr. Berlin was on the Obama EPA Transition team.
Berlin has also written extensively on GHG issues. TalkingPointsmemo.com has published two postings by Mr Berlin: The Second Valley of Death and The Energy Independence Trust, Lowering the Cost of Clean, the latter co-authored with Bracken Hendricks. His reports, "Global Warming and the Future of Coal, The Path to Carbon Capture and Storage" and "Early Deployment: Maximizing Carbon Capture and Storage Under the Warner Lieberman Global Warming Bill" and several shorter analysis of clean coal were published in 2007 and 2008 by the Center for American Progress. His article, "A Framework for Achieving Energy Security and Arresting Global Warming" was published by the Center for American Progress in 2008. His body of work also includes articles on a wide range of environment and resource issues, including international trade and environment, hazardous waste cleanup, allocation of liability under environmental cleanup laws, property takings issues, environmental aspects of real estate transactions, corporate M&A, and endangered species.
