China's leaders are trying to replace the motor in a Chinese bus from a gas-guzzling polluter to a superefficient hybridwhile the bus is still going 50 MPH. Failure to maintain an 8% growth ratewhile simultaneously dealing with the nation's pollution crisiscould lead to so much unemployment and discontent that the population might erupt.
