OAKLAND ON THE MOVE Tomiquia Moss and Rachel Flynn present the City's priorities Oakland is seeing significant development and economic growth, but in order to realize its potential as a vibrant city in a prosperous region, serious investment is needed in many areas, including infrastructure, public safety and affordable housing. Tomiquia Moss, Mayor Libby Schaaf's Chief of Staff, will walk us through the Mayor's development and investment priorities, plans to address social equity and economic diversity and finding the balance between growth and affordability. Rachel Flynn, the City's Planning Director, will discuss large scale planning issues including the Downtown Specific Plan, and also present some of the exciting new developments now in the works.

Tomiquia Moss, Chief Of Staff for Oakland Mayor Libby Schaaf
Tomiquia Moss brings a robust career in community planning and social justice to her new position in the Oakland Mayor's office as Chief of Staff. Moss served as the Executive Director of HOPE SF, $2.6 billion public housing and neighborhood revitalization plan to rebuild the San Francisco's most dilapidated public housing developments. Moss also served as the Community Planning Policy Director of SPUR, coordinating legislative and regulatory advocacy, public education work, and coalition building locally and regionally. In 2008 she was instrumental in establishing the SF Community Justice Center, of which she served as the Program Director. Moss resides in Oakland with her wife Guthrie. Rachel Flynn, Director of Planning and Building, Oakland
Rachel Flynn joined the City of Oakland in 2013 as Director of Planning and Building. She has thirty years of experience in architecture, urban planning, and design. She is a licensed architect and practiced in the private sector with Cannon Design in New York City, Boston, Toronto, Tel Aviv, and Washington, D.C. Rachel served as Director of Planning and Development for Richmond, the capital of Virginia, as well as Lynchburg, Virginia. Prior to her arrival in Oakland, she was Director of Planning for Otak International in their Abu Dhabi office. She has led multiple efforts on master plans, zoning ordinance updates, historic preservation, and downtown/waterfront redevelopment and has received multiple awards and recognitions from entities such as the American Institute of Architects, the American Planning Association, the Chamber of Commerce, and the Sierra Club. Rachel is a graduate of Catholic University and Harvard University.
