The County Grand Jury--It's not what you think it is; is it for you?-- Ellen Polinsky, Dorothy Schlitz & Ron Trayner
The Grand Jury's primary role is to shed a light on county and local government. In this course, participants will learn the history of the Grand Jury in California and in San Luis Obispo County (SLO), the organizational structure of the SLO County Grand Jury, the roles and responsibilities of grand jurors, and the powers of the Grand Jury. Presenters will explain how investigations begin, the various methods by which they proceed and how final reports are issued. The presenters will use a sample citizen complaint to illustrate the grand jury process. Aspects of the case will be reviewed and discussed with specific reference to a Grand Jury's power to subpoena records, to conduct witness interviews for testimony under oath, and, when necessary, to subpoena witnesses. The presenters, all San Luis Obispo County former grand jurors, will highlight the characteristics of an effective grand juror, explain the application, selection and training process to be a Grand Jury member, and encourage participants to apply so they too can enjoy the personal and social rewards of serving. You will have ample time for questions and answers and will receive a packet of relevant handouts. You may come to understand why you might want to serve as a member of the SLO Grand Jury, and how to apply. Instructors: Ellen Polinsky: retired Cal Poly Career Counselor; former SLO County Grand Juror Dorothy Schlitz: retired bank executive; former SLO County Grand Juror Ronald Trayner: retired attorney and two time member of the SLO County Grand Jury Presenters are members of the Former Grand Jurors' Association; serve on its Board of Directors, and work with the San Luis Obispo County Superior Court as Chair, Assistant Chair, and interviewers for the Grand Jury Applicant Interview Project
